In collaboration with 5 public housing providers
Dutch public housing providers need to improve energy efficiency of 2 millions of their homes, to meet climate goals. By law, to perform retrofit of a block, 70% support from tenants is required. This is a challenge, especially when retrofits involve rent increases. Together with 5 Dutch public housing providers we run a choice experiment, in which two subsamples of tenants get additional information on the financial respectively comfort-related consequences of retrofitting. An average tenant requires energy savings to be at least 30% higher than the rent increase. Comfort-related information makes people more likely to support retrofitting. Financial information, on the contrary, reduces the support.
